Theory of Change & Impact Framework
The Challenge
Animal shelters throughout Southern California face persistent overcrowding, limited access to affordable veterinary services, and high euthanasia rates.
Without intervention, thousands of dogs and cats remain at risk of neglect, abandonment, and preventable death. A lack of accessible spay and neuter services further contributes to the cycle of overpopulation.
Our Approach
Eastwood Ranch Foundation addresses this challenge through an integrated model focused on rescue, rehabilitation, prevention, and community engagement. We:
- Rescue dogs and cats from high-risk shelters and urgent situations
- Provide comprehensive veterinary care, behavioral rehabilitation, and enrichment
- Place animals into carefully matched, permanent adoptive homes
- Expand access to affordable spay and neuter services through our Mobile Spay & Neuter Program
- Educate the community on responsible pet ownership and humane care

How We Measure Success
Eastwood Ranch Foundation tracks and evaluates the following:
- Number of animals rescued annually
- Adoption placement rate
- Return rate after adoption
- Average length of stay
- Number of spay and neuter procedures performed
- Community participation in outreach programs
We use this data to continuously refine our programs, allocate resources effectively, and expand services where need is greatest.
Organizational Commitment
Our Board of Directors and leadership team regularly review program performance data, community trends, and regional shelter statistics to guide strategic decisions. This ensures that Eastwood Ranch Foundation remains responsive, adaptive, and focused on measurable outcomes.
Governance
Leadership Continuity & Succession Planning
Eastwood Ranch Foundation maintains a formal Leadership Continuity and Succession Plan to ensure organizational stability, mission alignment, and uninterrupted care for the animals and communities we serve. The plan outlines clear procedures for temporary and long‑term leadership transitions, identifies key responsibilities, and establishes safeguards that protect the organization’s operations and strategic direction.
The Board of Directors reviews and oversees this plan as part of its governance responsibilities. This oversight ensures that ERF is prepared for both planned and unplanned transitions, that leadership roles remain aligned with our mission and values, and that the organization continues to operate effectively under all circumstances
Whistleblower Policy
Consistent with our commitment to transparency, our Whistleblower Policy outlines the formal process for reporting grievances and protects those who speak up from any form of retaliation.
Conflict of Interest Policy
Our Conflict of Interest Policy is designed to protect Eastwood Ranch’s interest when it is contemplating entering into a transaction or arrangement that might benefit the private interest of an officer or director. This policy ensures total objectivity and accountability in all organizational decision-making.
