How AB 2010 (The SNIP Act) Can Help Reduce Pet Overpopulation in California

Eastwood Ranch Foundation hosted a press conference recently at our Agoura Hills facility to support Assembly Bill 2010 (The SNIP Act). The bill is authored by Assemblymember Esmeralda Soria and coauthored by Senator Scott Wiener. Both leaders are working to expand access to affordable, high‑quality spay and neuter services across California. We also want to take this opportunity to thank everyone who came out to support The SNIP Act including Jeremy Wolf (Mayor of Agoura Hills), Penny Sylvester (Agoura Hills Councilmember), Edward Albrecht (City of Calabasas Councilmember), San Francisco SPCA, San Diego Humane Society, David Shapiro (former Mayor of Calabasas), and Billy McNamara (Eastwood Ranch Foundation Board Member).

AB 2010, known as The SNIP Act, is a statewide effort to increase the availability of high‑volume spay and neuter services. The Spay and Neuter Improvements for Pets Act, is a proposed California bill designed to alleviate pet overpopulation by relaxing requirements for dedicated surgical suites in high-volume, authorized spay/neuter clinics, according to Assemblymember Esmeralda Soria. The bill focuses on removing outdated restrictions that make it difficult for clinics and veterinarians to provide these essential procedures.

AB 2010 would:

  • Expand access to high-quality, high-volume spay and neuter services in communities that currently lack them
  • Reduce the number of animals entering shelters by preventing unwanted litters
  • Allow more flexible clinic operations, including mobile and high‑volume models that can serve rural and underserved areas

Shelters across California continue to face overcrowding. Many regions do not have enough affordable spay and neuter options, which leads to more animals being surrendered or born without homes. Increasing access to these services is one of the most effective ways to reduce intake numbers and ease pressure on shelters.

Organizations throughout the state, including major humane societies and rescue groups, have expressed support for AB 2010 because it addresses the root cause of overpopulation rather than reacting to it after the fact.

Every day, our team rescues animals who ended up in shelters simply because their communities lacked accessible spay and neuter resources. Hosting this press conference was an opportunity to highlight a solution that can make a real difference for both animals and the people who care for them.
